Clarification on Network Writable Directory

My understanding:
1. There will not be executable code in the Network Writable Directory's.

Question, this is Server-side executable code (i.e. php code) but we can generate .js files. Correct?

2. You cannot generate Network Writable Directory's on the fly.

I'm sure I already know the answer on this, but my client wanted me to ask anyways.

1. PHP files can be in writable directories as well as js files.

2. You can generate child directories of an existing parent directory on-the-fly.

If executable PHP files can be in the writable directories, why is this line in the welcome email for 4 - Read Only Environment:

"Writable directories are for read only assets and do not execute code."

Is the email description wrong? Or am I not interpreting it correctly?
